An anti-terrorist operation by 500 police officers is being carried out across England to target people they suspect of plotting attacks abroad.
The raids, which began in five police force areas at 0300 BST, are believed to relate to Iraq.
Seven people are in police custody after nine arrests were made in 18 raids - two people have been released.
